MINE operators across Sub-Saharan Africa often face the same problem. They know what equipment they need, they have done the numbers, and they have found the supplier. The trouble starts when they go looking for finance.
Local bank lending cycles are usually too short to match the working life of heavy mining equipment like crushers, mills, and processing circuits. That mismatch puts pressure on operations from the start.
The problem is structural. Mining assets last decades. Most local commercial lending was not built for that.
German engineering and why operators choose it
German equipment is a common specification in African mining operations, and the reason is practical rather than prestige. The VDMA, Germany’s mechanical and plant engineering association, represents around 3,500 member companies, making it one of the largest industrial networks in Europe.
Operators who choose German equipment point to better plant availability, less maintenance downtime, and stronger asset value over time. Those are lifecycle cost arguments, not brand preferences.
How Export Credit Agency finance works
A financing tool that has been available to buyers of European industrial equipment for years is Export Credit Agency-backed finance. Most African mine operators have not used it, not because they do not qualify, but because few know it exists.
Under standard OECD-aligned ECA arrangements, agencies cover up to 85% of the eligible contract value. The buyer puts in the remaining 15%.
Repayment terms can extend to 15 years under the current OECD consensus, and up to 22 years for sustainable finance transactions. Repayment is typically made in equal instalments every six months.
Fees and insurance premiums are based on risk, repayment term, and the security offered. Security is usually a pledge on the equipment being financed.
The result is a lower upfront requirement and a longer repayment window, both of which match the cash flow profile of a producing mine far better than short-term commercial debt.
Germany’s federal export guarantee mechanism
Germany’s federal government provides export credit guarantees managed through Allianz Trade. Formerly known as Euler Hermes, the company rebranded in March 2022 and has been fully owned by the Allianz Group since 2018. It is the global leader in trade credit insurance, with operations in 52 countries.
These guarantees protect against payment default on exports to markets where private insurance cover is limited or unavailable.
What the Deutsch Connect Packager Service does
Deutsch Connect has built a service that coordinates this kind of financing for African mining, construction, agriculture, and manufacturing companies buying German or European machinery. It handles supplier selection through the VDMA network, financing through European banking and ECA partners, and contract management from initial assessment through to commissioning.
The facility covers transactions of $500,000 or more. Applicants need three years of audited financial statements, a track record of operational profitability, and the 15% upfront contribution required under OECD rules. Additional security may be needed depending on the country and transaction size. Oil and gas transactions are not eligible.
The cost of doing nothing
Capital tied up in high financing costs and large deposits is capital that cannot go into production, maintenance, or growth. Over time, that limits what individual operations can do and slows the sector as a whole.
ECA-backed European export finance is not new. It is a treaty-governed mechanism used widely in global infrastructure, energy, and industrial procurement. Its use in African mining equipment deals has been limited, not by eligibility, but by awareness.
